Is baptism to be administered to such who repent?
Yes.
It is the baptism of repentance,
Mark 1:4
And to all such?
Yes.
Repent and be baptized every one of you,

O generation of vipers, who hath warned you to flee from the wrath to come?
Matthew 3:7
Should this repentance be actually professed?
Yes.
They were baptized in Jordan, confessing their sins,
